Drinking water is free of lead when it leaves the water treatment plant- however, water can absorb lead if it travels through lead pipes on its way to your faucet. The majority of South Dakota water pipes are free of lead, but we need to find where lead pipes still exist so they can be removed.
The EPA has issued a Lead and Copper Rule Revision in 2021 that requires all public water systems to complete an inventory of all known water services. We are checking to see if services are made of lead, galvanized materials requiring replacement (GRR), or other materials. It is just as important to know where lead and GRR service pipes are located as where they are not.
On October 8, 2024, President Biden issued a comprehensive Lead Pipe and Paint Action Plan which requires every lead pipe to be replaced in the next 10 years. It also creates provisions through the Bipartisan Infrastructure Law to provide funding to help communities replace their lead and GRR pipes. South Dakota Department of Agriculture and Natural Resources is currently determining how this funding will be applied to municipalities. At this time City of Mitchell does not have a plan for these funds or a lead and GRR service line replacement project.
The City of Flandreau is also required to annually send reminders to homes with lead, GRR, or unknown services in order to complete our inventory and to help ensure all lead and GRR services are replaced in this time frame. It is important to note, that in the City of Flandreau, the homeowner owns the service line from the curb stop to their house, not the City.
City of Flandreau is asking all residents to complete the survey.
Paper copies are available at the City Office.
With either survey, a picture will need to be taken of your service pipe. so please have a camera or a smartphone that can take a picture to complete the survey.
Pictures can also be sent to utilities@cityofflandreau.com with Name, Account Number and service pipe material.

- If you replace your service line, please contact the City of Flandreau, so we can update our inventory to reflect your property no longer has lead or GRR service lines.
